Abstract

Penelitian ini di lakukan untuk mengetahui motivasi sesungguhnya Tiongkok menolak bergabung dalam perjanjian New Strategic Arms Reduction Treaty (New START) dan menolak untuk meratifikasi-nya, setelah mengetahui seberapa kuatkah alasan itu sehingga membuat Tiongkok menolak ajakan membentuk perjanjian nuklir trilateral dengan Amerika Serikat dan Russia, melalui penelitian ini diharapkan akan di ketahui seberapa besarkah dampak merugikan dari alasan yang di berikan Tiongkok, serta cukupkah agar dapat di jadikan alasan untuk menolak perjanjian New START. Dari beberapa rumusan yang di ambil maka penulisan dalam penelitian ini menggunakan metode deskriptif dengan teknik pengumpulan data dokumen dan sumber data sekunder kualitatif. Dalam penelitian ini penulis akan memberikan gambaran umum kekuatan militer Tiongkok sebagai Negara, dan dampak kepemilikan senjata berhulu ledak nuklir di tangan Negara dengan pertumbuhan ekonomi yang pesat dapat mempengaruhi tuntutan peningkatan sistem keamanan Negara-negara di dunia, yang mana dapat di kurangi dengan bergabungnya Tiongkok ke dalam perjanjian New START. The purpose of this study is to know the real motivation behind China refusal to join the New Strategic Arms Reduction Treaty (New START) and refusing to agree upon New START ratification, after discovering how strong the reason that causing China to refuse the invitation to create a trilateral nuclear treaty with United States and Russia, trough this study the negative impact from China reasons for not joining New START is well expected to be known and measured as for how solid they are to be able to refuse the New Strategic Arms Reduction Treaty. The research method used for this study is Descriptive with Document as its data collection technique and secondary qualitative research as its data source. This research will give a general image of how China military as a country, and the cause of having nuclear warhead at its disposal as a country with fast economy growth could influence the demand for improving Nations around the globe security systems, which could be minimized by having China joining the New Strategic Arms Reduction Treaty.
